Ryan Milanovic was the last Rangers' capatian to have been traded away from the team while he was a captian, just prior to the deadline in January of 2000, he was traded to the Sault Ste. Marie Greyhounds in exchange for defender: Bill Browne.  The Rangers ran into the Greyhounds that season, and were ousted in 5 games, Milanovic was unable to play due to injury.  After the trade, overager: Serge Payer took over as team captain.
